Because Germany surrendered before the Bomb was ready. V-E Day was May 8; the Bomb wasn't even ready to test until July 25. Originally, they thought they'd need it against the Third Reich. Now, had the Bomb been ready sooner, we might have seen some contortions, but now we'll never really know.
