I interpret that in exactly the opposite way. God has been faced with allowing our tendencies toward genocide, etc., at times, but His ways are ultimately directly opposed to that. In tandem with the verses from Isaiah cited here, read something from the first chapter of the same book:
"Come now, let us REASON together, (emphasis mine) says the LORD."
God is always ready to pull up a chair backwards and rest His chin on its back while He reasons with us endlessly. It is US who are all too eager to smite each other with verbal or actual two-by-fours, not to mention progressively more lethal weapons like Viking axes, swords, AR-15s and so forth.
Give both history and scripture a good looking-over and tell me if I'm missing something here.
